I don't use OSS so I can't help with that. I do know that you can do this
with the alsa drivers. For one thing different sound cards have different
mixer behavior so you may have to play with the mixer settings a little.
With my Creative AudioPCI(ens1371) I would:

1) set the master volume level

2) set PCM level and unmute

3) set the line input to capture(record)

4) set the line input level

5) mute the line input ( this keeps the input signal from going to the
                         line out )

As far as the different levels for playback and record I'm not sure. ALSA
doesn't seem to have this but I don't know why.
