You miss the point. Nobody is limiting the levels. If you want, you can
set the limiting level to maximum. But because of the safety, you need
to explicitly change the limit.
This is analoguous to Linux distributions. By default RedHat turns
all network services on, and many network security aware people
express it should be the other way: they should be off by default
because Joe Average don't understand the safety issues.
Think about it that way.

And it is not about the "Home" key only. As I wrote in Alsa-dev, if Alsamixer
is in the swap, then user gets no immediate response to arrow-up presses
and the volume goes quickly too up. Auto-repeat of the keys can cause the
same effect: specially "page up" of Alsamixer can be dangerous.
