gimp can do this rather easily... The option is "Scale Image".
Here's what I did using gimp 1.1.24:
1. I grabbed a screenshot and right-clicked on it for the contextual menu.
2. I selected "Image->Scale Image..." from the contextual menu.
3. I made sure the chain icon showed that the Ratio boxes were chained
together. Press the icon (it's a button) if they're not.
4. I changed the "Ratio X" parameter from 1.0 to 0.5.
5. I pressed the OK button and everything was scaled down by 50%.
YYMV with older versions of gimp...
If you are using display, that probably means that you have
ImageMagick installed. If you have the full ImageMagick package installed
you can type this from the command line:
mogrify -geometry '50%x50%' screen_shot.bmp
Note that the file doesn't *need* to be a bmp, it can be jpg or
whatever. Hope that saves you some time and frustration.
