Several plugin API's require plugins to be able to tell the host how
much delay they create. From there its simple to do this. It would
probably be very good for LADSPA to require this at some point (soon-ish).

On the other hand, for external gear, its much harder to discover the
delay introduced. So presumably some analysis method of some sort
would be required, preferably using a test tone.
