What you are looking for is not ladSpa, you want ladpa ;)
There are a number of reasons a pcm-mp3 converter is not a desirable
ladspa plugin. Differing data output rates, differing formats, the
possibility of a bad mp3 file, seeking, etc etc etc. You want a
higher-level plugin. There are a number of projects that have this sort
of support, I'm somewhat partial to GStreamer. Point being, you want
something that LADSPA isn't.[*]

[*] I wrote all that thinking mp3->pcm. The concerns are not exactly the
same, but pcm->mp3 isn't quite feasable either, if only for the basic
property that all ladspa output ports should be able to connect to any
ladspa input port.
