Patrick Shirkey's jackEQ was (and I guess it still is ;) a simple, but
very usable and stable mixer and it comes with a cross-fade option,
because it's designed as a DJ mixer, ideal to fade between traffic
reports and to what we usual are listening too. FWIW,it's more common to
do this kind of ducking automatically by a compressor, but any kind of
mixer.
