I'm simultaneously amazed and admiring. Maybe we have a strange
perspective here in the US... it seems everyone has credit cards.

Well, you need to hook up a bank account or credit card to a Paypal
account, it's a pretty simple process. once that's done you can use
paypal to pay anyone else who has an account, all you need to know is
their email address.
Unfortunately I don't know how or if it addresses handling
charges. That's a problem.
