to find out which driver you're running, look for a directory
"/proc/asound". if it exists, it's ALSA. otherwise you must be using
the OSS kernel drivers.
if the latter is the case, try to find alsa packages in your distro
and install them (after removing the oss installation !)
if your distro does not have alsa-packages, grab them from
http://www.alsa-project org and compile them yourself. take the
0.9.0beta7 ones.
see how far you get, and if you have problems with the process, ask
on alsa-user if you don't find your problem addressed in the list
archive.

as to arts, no, you don't need it for these jobs. but the nice thing
about arts is that you can hear system sounds while an audio app is
running (provided this app uses the arts interface and does not
write to the hardware).

good luck. probably you should subscribe to alsa-user as well, until
you have your sound running. alsa is really tricky to set up when
you're new to linux. but the list is very helpful indeed.
