I've never heard of an interface that didn't have it, but that's talking about it at the circuit (sub IC) level. It is in every audio interface you can find outside of a museum, I'd say. *REDITHERING* is what happens in mastering -- you work at higher resolution than your delivery format (16-bit CD, usually), and then dither back at the end.
