I never really understood it either. It seems to me that there are two
different behaviors for stereo files; ideally, mix should support both:
1) Treat file basically as two mono files with a linked start time.
Panning is totally independent for the two channels. Maybe files should
even go in separate Mix channels onscreen?
2) Treat file as one file, where the pan graph pans between the two
channels of the soundfile.

And don't forget, you can also click and drag on the sounds to change
start time after you've loaded them.
