I can't speak for the MIDI folks. But for audio it was considered too
complex. PortAudio is just meant to be a standardized interface to various
existing audio APIs. Most audio APIs do the same thing and can all be
addressed by the simple PortAudio API. This protects people from the
oddities of DirectSound, or the Mac SoundManager.

Also PortAudio is not supposed to be the best audio interface. It is just a
good interface that can be used to get audio in and out. It was designed
for computer music researchers who want to exchange DSP code that will run
on multiple platforms. And also for cross platform apps like JSyn. If
someone wanted to develop a very sophisticated audio workstation app that
had to synchronize with audio/MIDI/video data, and stream between apps, then
they would need something fancier than PortAudio.
