play is probably trying to open /dev/dsp, which is probably in use by
aRts, as you seem to be using a sound server. i don't know anything
about arts, but i would try:

artsdsp play file.wav

that 'emulates' /dev/dsp, routing it through arts. again, i could be
way off, but this is worth a try.
