Well, if I got it right, Brent wants to modify the structure of the
entire song, like e.g. moving the chorus section that now comes after
3rd verse to become after 1st verse already. This section may or may not
include independent regions.

In this case, I really think that selecting all regions, splitting them
(hit S) at start and end points of the to-be-moved section and dragging
these splitted regions all at once to desired location is what has to be
done. Of course, before this, an empty space of similar length has to be
created in the desired location in a similar manner. After moving the
regions to the desired place, the "tail" of the song has to be also
selected and dragged back to correct location. Easy?! :)
